Tupou officially ended his military career in 1998 to join the Tongan government. He first served in simultaneous positions as defense minister and foreign minister, roles he held from late 1998 through August of 2004. These posts were previously held by his older brother Tupouto'a, who was at the time the crown prince. During this time, in January 2000, Tupou was appointed prime minister of Tonga.
